Mark Foster is a founder partner of Blazar Ventures, a Mid-Atlantic tech venture development group, and investor in ICX. Mark played founding roles in 6 tech start-ups over 40 years, most recently as the co-founder and CTO of Neustar (NYSE: NSR), where he helped the media industry launch the UltraViolet (http://www.uvvu.com) format to succeed Blu-Ray as the permanent standard for premium video streaming delivery, and in particular Neustar’s role in building and operating the neutral digital locker holding viewers virtual video libraries in the cloud for instant playback from compatible devices or services. The locker uses state-of-the art digital identity federation technology to securely and privately link customer retail accounts (e.g. Vudu) to the digital locker. Mark also invented telephone number portability, and has led the development of numerous other industry clearinghouse and registry database functions in the heart of the telecom and internet infrastructures.
